There are two metaphors represented in this image. The first is the lion as royalty. Throughout history royalty has been represented by images of lions. This is true in the Bible where Jesus is described as the "Lion of Judah".
The second metaphor is the lions roar representing a monarch declaring his will over his kingdom. This image implies that not only can a lions roar be heard but also seen.
